We are now recruiting for a Procurement Officer to join the Procurement and Commissioning team of a local authority based in North London/Middlesex, to provide support on a portfolio of complex contracts, supporting the effective delivery of Procurement Strategies across the Council and the delivery of efficiency savings. 

We are looking for someone with relevant Public Sector and Construction specific procurement experience. You will have a practical background and knowledge of EU Procurement Legislation, the Public Contract Regulations and local authority procurement. We are looking for enthusiastic, team players with a ‘can do’ approach, able to act on your own initiative, plan workloads and manage conflicting priorities and deliver to often tight deadlines. 

Candidates must be able to demonstrate construction (services and works) related experience and demonstrable experience on regeneration schemes.



To effectively manage a portfolio of P&C Hub Contracts that fall below the EU Thresholds.

Support Procurement Managers to undertake collaborative contracting projects where appropriate to obtain best value for money.

Support Procurement Managers to manage the effective delivery of the Procurement Strategy across the Council and help establish the procurement function as an acknowledged centre of excellence, including the delivery of cashable and non-cashable efficiency savings in accordance with individual service area efficiency / savings targets year on year



•Practical and up-to-date knowledge of local authority procurement and category management

•Be able to demonstrate your proven experience in formulating and working with spend analysis data and present results in a spreadsheet

•Good written and oral communication skills, including delivery of training

•Able to act on own initiative, plan personal workloads and manage conflicting priorities and to deliver to deadlines

•Knowledge of supply markets for the goods and services most commonly procured by local authorities

•Experience of providing advice and guidance up to a senior level

•Experience of partnership working 

•Experience of planning and reviewing the delivery of services

•Experience of undertaking spend analysis and reporting findings


•Experience in managing projects, programmes and delivering to deadlines

•Experience in supporting category management processes in a local authority setting

Start date: ASAP

Location: North London/Middx region

Rate: £17.70 per hour (PAYE) 

Working hours: 35 hrs per week
